Ministry of Borders and Tribal Affairs (MOBTA) is a leading ministry that supports and represents the needs and grievances of the tribes and border communities of the country. The ministry has always played an instrumental role in political stability, governance and economic growth.

Policy Planning and Strategy Development Unit:

Minister of MOBTA has established a new Policy Planning and Strategy development Unit within the ministry to define and sets out the key direction for the ministry, and establish a foundation to produce qualitative strategic documents to enable the environment for further developing National Programs, and understanding the role of Afghan tribes and border communities in peace building and political stability. The unit will also assist to develop the capacity of the current ministry employees, and work with them closely to identify technical gaps within the ministry and address their long term plans and policies. It has been prioritized that the unit will be more focused on the provinces, and will be establishing a visible and active office within the border provinces, and these offices will be systematically working with the tribes and communities to understand them and identify means how to integrate them in the mainstream population and to address their grievances. 

Job Summary

Managing MOBTA' Database servers to meet high availability and data protection of nonstop business operations. Assist project manager to develop effective business processes in order to manage the database smoothly.

 

Duties and Responsibilities

 

  • Responsible for ensuring availability and performance of the databases that support the system on region level, Pro-active and reactive performance analysis, monitoring, troubleshooting and resolution of issues.
  • To ensure the Implementation and monitoring of the database backup policies.
  • Configuration, monitoring and troubleshooting of production and standby databases.
  • Installing, Configuring, patching, upgrading and migrating live DB servers with minimal Down time.
  • Managing online backups of servers, testing, validating and storing on tape to keep historical Data safe.
  • Day to day support, capacity planning and performance tuning for Oracle Databases or other database management applications.
  • Backup and Recovery Administration.
  • Apply patches to Oracle database tiers.
  • Plan and Configure RMAN backups.
  • Checking the primary & standby database for synchronization.
  • Data guard configurations.
  • Planning for Disasters.
  • Checking and resolving database performance issues.
  • Managing the Database Storage structures.
  • Managing users and security.
     

Qualification and required Skills:

 

The successful candidate should have the following skills, experience and qualifications:

  • Bachelor’s degree is required in Information Technology or, master degree will be an asset
  • At least 4 years experience of managing Oracle Database or other database management software.
  • Knowledge Oracle DB versions (Oracle 11g) is desirable
  • Knowledge of RAC will be an added advantage
  • Windows Server 2008 R2 professional knowledge for a working Database.
  • Have well-developed interpersonal and communication skills.
  • Have an ability to understand data and how it will be used.
  • Possess good process management and problem solving skills.
  • Enjoy working within a team and taking a hands-on approach, but can also work autonomously.

 

 

Language Skills:

Effective communication required in the following languages, both written and oral:

  • English
  • Pashto
  • Dari
