Policy and Program Development Officer



Ministry of Borders and Tribal Affairs (MOBTA) is a leading ministry that supports and represents the needs and grievances of the tribes and border communities of the country. The ministry has always played an instrumental role in political stability, governance and economic growth.

Policy Planning and Strategy Development Unit:

Minister of MOBTA has established a new Policy Planning and Strategy development Unit within the ministry, to define and sets out the key direction, and establish a foundation to produce qualitative strategic documents which enable the ministry in developing future National Programs, and understand the role of Afghan tribes and border communities in peace building and political stability. The unit will also assist to develop the capacity of the current ministry employees, and closely work with them to identify technical gaps within the ministry and address their long term plans and policies. It has been prioritized that the unit will be more focused on the provinces, and will be establishing a visible and active sub-office within each border provinces, and these offices will be systematically working with the tribes and communities to understand them and identify means how to integrate them in the mainstream population and to address their grievances.

Job Summary

The Policy and Program Development Officer will be reporting to the project manager and must have sound knowledge of planning, developing programs and understanding of the forces which shape the environment. As well as being able to think strategically, evaluate issues and prioritize work, also an effective communicator and a reliable team player with integrity, initiative, adaptability and enthusiasm. 


Duties and Responsibilities:

  • Oversee and assist in the  in the preparation of Local Development Documents, Area Action Plans, Supplementary Planning Documents and other associated components of the Development Plan system.
  • Carry out research into a variety of topics  including, development, maintenance, planningand ongoing evaluation of facilities in relation to health, welfare, recreation, employment, facilities, development programs, policies and budgets
  • Collaborating with a variety of government and non-government bodies and altering and evaluating policies and programs
  • To attend Council Committees, public meetings and advise the public, developers, statutory bodies, Council Directorates, Councilors and other interested parties on matters relating to planning policy and programs issues.
  • To be a specialist and demonstrate expertise and be responsible for a specialist area of work, as determined by the Planning Policy Manager for the benefit of the Section, Division, Directorate and Council.
  • To take the lead role as appropriate in the preparation of Local Development Documents, Area Action Plans, Supplementary Planning Documents and other associated components of the Development Plan system and to ensure that all legislative and regulatory requirements are followed in the production of Planning Documents.
  • To advise both the public and Council on specialist duties, enquiries and general issues of concern
  • Developing strategic networks across national, state and local government and respond to emerging policy issues
  • Providing accurate reports to senior management
  • Formulating sound policy advise where issues are diverse and beliefs may be conflicting
  • Assess and advise on particular policy topics and geographical areas, including development of strategies, policies and their justification
  • Contribute to advice on the policy aspects of planning applications, development proposals and other Council consents
  • Contribute to the continuous improvement and development of the team
  • Conduct research and data analysis into assigned area, ensuring that such research takes into account developments within the field, technical standards and procedures, corporate policies and practices, legislation and initiatives by other levels of government.
  • Coordinate the collection, storage and documentation of various data required by the Branch or Division
  • Research and prepare reports, briefing notes and presentations for the Division’s Senior Management Team, Councilors and Standing Committees and community meetings.



  • Bachelor degree in Public Policy, Local governance, Business Administration, Economics, and other related field.
  • More than 5 years of experience in a well-reputed organization.
  • Computer skills including the ability to operate computerized accounting, spreadsheet and word processing programs at a highly proficient level.
  • Advanced analytical and problem solving skills,
  • Supervisory and decision making skills.


Language Skills:

Effective communication required in the following languages, both written and oral:

  • English
  • Pashto
  • Dari
